    This book was written by a Yugoslav EU bureaucrat. For some people, that might be a turn-off; but his position allowed the author to have a unique perspective on the internal workings of the political fora that dominated decision-making that directly affected the development of the crisis. The result is an astute and perceptive analysis of the political crisis and the failure of international institutions to come up with an adequate response - even as it descended into all-out war.
